Two symbols of sovereignty are thrones and sceptres.  Allegorists have used these to denote altars (even the heart) and Scriptures, but the author is here probably alluding to the mystical sense of the fourth aspect (heart chakra) which is the throne of the soul and bears the so-called Star of David as sceptre, and the sixth aspect (brow chakra) which is the throne of the spiritual mind.
